Personally I do not know much about these 3 teams. But from the placement of the groups it seems to me that out of the 3 teams Paraguay has the best chance of making the knock off rounds. They are in the same group as Italy, Slovakia, and New Zealand.
Obviously Italy is better, but New Zealand terrible and Paraguay should have no problem taking them down. Also Paraguay should be a little bit better than Slovakia. Therefore I believe that Paraguay has the best chances of the 3 to make it to the knock off rounds.
Chile is stuck with the dreaded Spain and Switzerland, but they are better than Honduras. So I think they will get 3rd place in their group. Uruguay is placed with France and Mexico.
Both teams are better than Uruguay, but not by much. So I think that if Uruguay can play well they may advance from group A. I don't think that any of these teams will make the Quarterfinals.

Any team from South and Central America are tough teams and are considered a threat or at least a darkhorse in the tournament. In plains words they are capable of pulling some upsets win over their higher seeded counterparts on their respective group. Uruguay was a Previous World Cup champions in 1930 and 1950 and they always tough as nails every time they compete in tournaments.
Paraguay is noted to have a great perennial goalkeeper and they are noted for their stifling commands respect from the other team.
