The RTF file format (Rich Text Format) was developed by Microsoft to condense and simplify code to yield very small word processing files. The JPEG or JPG file format is an acronym for its developer, Joint Photographic Experts Group, which encoded it to compress and display photographs and other continuous time graphic images. Any text software, whether RTF format or others like Microsoft Word or Apple's Pages, process JPEGS as flat images.
Editing within these programs is intentionally primitive, and in some cases, the image is automatically converted to a low resolution, with no user control override possible. Sometimes, even if you place or embed a jpg within the RTF document, it may convert it out of the image display and into long strings of binary code upon opening it later. Even if your JPEG image has text, it has already been "rasterized" or converted to pixels when saved to JPEG, and cannot not be reverted to "fonts" for traditional text editing after the fact.
The best way to convert and edit any content within your JPEG file is by using a graphics program such as Adobe's Photoshop. This provides an extensive array of editing tools, will allow you to add text, manipulate the image in layers while preserving the original, or save in multiple formats at high resolution, provided the original was of sufficient quality for that level of output. There are many others with lower prices points, or even free, which may be suitable for your needs, such as Google's Picasa or Pixelmator, and others which are often bundled with their main product software by camera companies like Sony or printer manufacturers like Epson.
