No, they could not run for office and use the platform to shout their message. On June 24, 2010, the Supreme court found in favor of the US Government regarding its anti-terror law and freedom of speech. It held by a six to three vote that groups or individuals are barred from providing material support to organizations designated as terrorist groups by the US State Department.
The material support law in question (originally enacted by Congress in 1996) bars citizens or groups from knowingly providing any service, training, expert advice or help to any designated terrorist groups. In the Supreme court decision, Chief Justice John Roberts wrote that even material support for terrorist groups that was intended for benign or peaceful purposes could help terrorists further their aims. This decision will most likely have a subduing effect on human rights groups that were attempting to facilitate terrorist groups to learn to find other ways to "fight their battle" through peaceful, negotiation means.
If someone is convicted under the material support law (say, someone claiming to be a Taliban and running for office on a pro-Taliban message platform) the could go to prison for 15 years.
I think and also believe that if an American citizen claims to be a member of Al-Qaeda or any other terrorist organization, he cannot run any political office there as Al-Qaeda is banned in America. So any attachment to Al-Qaeda or any other terrorist organization is a punishable crime not only in America but also in most of the countries in this world as all of them are either affected or may be affected at any momemt by Al-Qaeda or the so called terrorist organizations.
Although there are laws against providing support to terrorist organizations, simply claiming to be a member would not be illegal, so someone could run for office. However, there are lots of fringe candidates and they don't get much press unless they either have actual support or are amusing in some way or other. You may be aware that the Communist Party regularly runs candidates for President, and did so throughout the Cold War.
Nobody paid any attention. With the new rules about hidden donors to campaigns, a pro-Terrorist could spend a lot of money on a campaign and get attention. But, it takes a lot of money to get anywhere in US elections and I doubt any of the terrorist supporters would want to throw that kind of money at the media.
There's an Islamic Political Party of America but I had never heard of it until researching this question. I don't think they are actual terrorists but they promote Islam and have no concept of separation of Church and State, which is pretty bad in itself. They may be mostly motivated by anti-Islamic political grandstanding by conservative politicians.
With freedom of speech a garanteed right, a proclaimed member of a Terrorist or other subversive group could indeed rn for office in the United States. What is really screwy in our starting to lose it nation is that freedom of speech truly no longer exists. It has been replace by Political Correctness.
What a shame that a Terrorist could run for and win a political office, while at the same time an Americna who fought for his country and lost multiple limbs could be imprisoned or prosecuted for speaking his mind.
