Definitely not too young! But I do recommend you pick up tips wherever you are able. So read a lot of different genres, even those outside of your comfort zone, and practice a lot.
Seek feedback from strangers as opposed to friends and teachers - they are likely to be biased - so you know what your weak points are. But at the moment just concentrate on finding your feet. If you are only just starting out, you should definitely not expect too much of yourself.
Do not be annoyed because you can't seem to find the right "flow", or because your sentences are descriptive, or because your dialogue isn't that realistic. You're still learning. So read, write, get feedback and learn the benefits of writing to the end before going back to edit.

You're not too young to write a book. I was 13 when I started to write a novel. I didn't finish it, but it was both challenging a fun to immerse myself in my own story.
