The newest question does come first, just separated into tipped or untipped categories on the front page. Personally, I like answering the untipped questions more. Most of the untipped questions ask for opinions, while many of the tipped questions are for hard facts.(and it might be totally backwards in reality, it's just not my reality!) I don't think all questions should be combined, tipped or untipped, as paying "customers" deserve to have their questions first, just based on the fact they are paying.
Not that their questions are any more interesting. Only one opinion though, curious to see what others say!
I don't think it would matter much for me. I've gotten used to looking at both "halves" of the screen (the top half being the new questions with tips), so I answer the non-tip questions about as quickly as the others. They're subject to the same delays - I'm not on Mahalo, or I'm answering another question - as the tipped question.
Also, I frequently use the "spy" page, which shows the most recent activity.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
