No. Everyone who signed the Declaration is a founding father, but not all founding fathers were members of the continental congress at that time. Take George Washington for instance.
Quite obviously he is a founding father but by the time independence was declared he had already been appointed to command the Continental Army and was off doing so Answer George Washington himself did not sign the Declaration of Independence. He was away at war. Most of the others did.
