Did Bill Russel and Wilt Chamberlain face weak competition?

It's because he only won 2 NBA championship even though he was the most dominant offensive force in the history of the NBA (averaged 50+ points a game, socred 100 points in a single game). With a stats like that he should have led his team to more than 2 titles. He was challenged toe-to-toe by Bill Russell who eventually has 11 NBA title, with 8 consecutive NBA titles won.
