9am-9pm, all four days Disneyland Park is open from 9am-9pm all four of those days. Disney's California Adventure is open 10am-8pm on the 16th, 23rd, and 24th, and 10am-7pm on the 17th. I would guess that there will be no significant difference in crowds between those two weeks.

If local schools have a vacation one of the two weeks, I'd guess it's likely that other local schools have a vacation on the other week, if they have any at all.

Choose the 23rd and 24th.... The first ones are right at the end of the official "Spring Break" season for Disneyland, so you may get some left over vacationers. You made a great choice in picking a monday and tuesday to go. I'm not sure of the park hours.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
