In most situations, citizens do not 'obey the state', since most people operate on a generally similar set of values and standards, and thus have no need to obey anyone. No decent, law-abiding citizen should ever have need to fear the state or its instrumentalities, and it is therefore totally incumbent upon the state to ensure that its own legislation and behaviour accord with the rule of law. We have laws in existence at this time which are deliberately intended to instill fear in the general populace, which laws are themselves breaches of the law.
Go to Gender Studies and you'll find out. As some of the others say - people obey because the state carries guns - either real or metaphorical - and for clearly stated reasons - which is yet another reason why the state must be carefully governed so as to ensure that it and its instrumentalities do not abuse that privilege.
If you didn't obey you will have a fine or go in jail. What can I say to you?
I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
