Because police appear to have a lot of leeway in terms of the force they can use to take someone into custody. And the grand jury decided that what the cop did was not "illegal." Personally, I think the officer is liable in this case.
If the law says what he did was "legal," then the law should change. Because if Mr. Garner were "resisting" arrest, they could have just pulled out their guns and told him to get on the ground. And if he still resisted beyond that point, I'd be fine with what they did.
But they didn't do that...it doesn't even seem like they gave him time to surrender...
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
