I always think of characters in comics strictly comic strip characters unless they appear in an animated television show, in which case they become cartoon characters. Both are hand drawn, the only difference is the cartoon characters are in motion, they are made from thousands of hand drawn pictures. If you've ever seen how a cartoon is made, it's amazing the time and effort that goes into drawing a new picture for each frame.At least that's how cartoons were done in the old days of animations.
Some characters are both cartoon characters and comic strip characters. The first one's that come to mind are all the characters from Peanuts (Charlie Brown, Snoopy, Linus, Woodstock, Peppermint Patty, Lucy, Pig Pen, Schroeder and others). Other characters in comic books and in animation are Yogi Bear and Boo Boo.
I call them cartoon characters unless they are like superheroes. I think of the childish ones, the cutesy ones, like Peanuts (shown above) as cartoon characters.
I call characters that are in comics, simply comics. That is, unless they are something like Marvels. Then they are 'Super Heros'.
The difference to me is clear, a comic is not animated. In order for me to classify something as a cartoon, it must actually be animated (move). I wish more children would stick with comics verses the cartoons in today's world. Being a girl, I was limited when it came to comic books. However, I do enjoy Archie and Top Dog.
The Sunday paper comics were great. They came free with the paper, they were fun to read, had more gender neutral comics and make terrific wrapping paper. I just loved Family Circus.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
