The US congress never declared war, yes. But North Korea and South Korea certainly did. Not considering it a war is a very myopic, american view..

I do. Technically speaking, no. This is because Congress has not declared war since right after Pearl Harbor.

If you are in uniform & are shooting an opposing force & being shot at in return it is war. I came across a possibility why Congress will not declare war. A Declaration of War by Congress would bring about political, social, & economic changes in the country and Congress does not wish to do that again.

WWII began for the US on Dec 8, 1941. When the Japs attacked the USS Panay in 1937, could have been considered a declaration of war, but everyone felt that was not sufficient provocation. Considering how Congress operates, many of the same members who voted for war on Dec 8, 1941 were still sitting there when we put troops onto the Korean Peninsula, beginning what was to be called a "Police Action".

I realize that my rationale for a lack of Declaration of War is weak & limited, but it is more than I knew last week. I realize this goes against popular & conventional political wisdom, but it is none the less true. The rationale is not explained in this book, there is little more than I stated above.
