Some philosophers have argued for the right of parents to end the life, actively or passively, of their newborns. Some people argue for the right of euthanasia or mercy killing. There is not an insurmountable wall that would stop decision makers from arguing for the right of a parent to kill a child or adolescent.
It comes not in big leaps, but in gradual incremental steps. Look at history. Hitler didn't pop up out of nowhere and say "let's kill the Jews."
That point was reached after decades, even centuries, of anti-Jewish sentiment and the increasing popularity and scientific justification of so-called "racial hygiene" and eugenics.
