No, I have seen my points tick up one at a time while I am browsing a lot of pages. Try opening 20 pages and wait for the "you just visited your 20th page and have been awarded 1 point" dialog to pop up. And check if your points went up at all.

I haven't been seeing the message about viewing your 20th page but I have noticed recently that my points keep increasing. I must be getting it but the message is not being displayed to me.
Sometimes it may feel as though your not getting your "Page per view" points but you are. Try what the above poster said to do I am sure you will see them.
