No simple answer A good way to start is casting a lure upstream and across at about a 45 degree angle upstream. Then retrieve it slowly as the current carries it downstream past you. A Daredevil or a silver spoon are often good or a noisemaker like a Rattletrap.
Or you can use bait the same way. Use a good stout rod and a reel with plenty of line, you might catch a very big fish from the Columbia River. Good luck!
