Yes it applies to all of your hubs. 60% of impression is reserved for you. If you suspect anything else then I suggest contacting hubpages.

You can specify different adwords accounts for different hubs if you wish also.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
