Does the 8200M G video card support TV-Out (for the purpose of using a VGA-to-composite (RCA) converter cable)?

According to the page you referenced, your video card has one or more DVI ports, not VGA. However, if you have identified the port correctly and the page or I is in error then the adapter you found should work. I would point out it is not rated well and doesn't seem to work for everyone.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
