For the speeds involved, the shape of the nose cone is not going to make a difference. Fins? A bottle rocket generally does not have fins, it has a trailing stick sufficient to move the CP behind the CG.
The stick goes into an empty bottle which acts as initial launch guidance. If you are really thinking about a model rocket, then for sub-sonic flight, a rounded nose cone has less drag. As for fins, a clipped delta is hard to beat for efficiency and ease of construction.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
