The second any evidence surfaces that you're right. I know, you know and everyone else here knows you have NOT seen the policy paper in question. It does expressly recommend FEDERALIZING control of what can and cannot be done (specifically mentions fishing as an example) anyplace that's wet and EVERYONE knows Obama doesn't have it in him to wave-off such control.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
