Yes and no but new growth is gonna be more resilient to damage because it hasnt been through alot. Your hair will still grow if its damaged but you can fix it. Use l'oreal ever strong or whatever you feel helps you repair it.
It doesn't affect the new hair growing out. The ends are the oldest part of the hair. Those two are seperate.
However, your hair can be growing while your ends are chipping and breaking away. This can lead you to have lots of breakage, major split end problems, and your hair staying at the same length or getting shorter cause it is chipping away. The only way to get rid of split ends and damage is a trim.
You can also try using strengthen repair treatments and protien treatments to build back the hair strength iand reduck breakage. Also, lay low on heat styling and manipulating hair too much.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
