Well done, business orientated, to buy from alibaba, your best bet is buying through escrow it gives you added security incase you are not happy with the product or if any issues, alibaba will not release the money to the seller until you confirm receipt and happy with the products. Alibaba will send you an email to confirm that you are happy with transactions. To pay from any newsagent shops, they sell prepaid mastercards, they are usually about a 10ner or so, you buy it load money on it and buy items on Alibaba.

Since your under the legal age of 18 to sign/undertake contracts anything you do is illegal unless you can get a parent/guardian to set up an account in their name(and be responsible for it). Creating a Paypal account is in fact signing a contract. Read their T&Cs.
