Well first of all if the dog so much as touches you the boy and his family could get in big trouble contact someone that can help in your neighbor hood like a police men or something and also in the worst case scenario if he charges at you try to intimidate him. Talk to the neighbor hood owner about it cuz he will probably help.

Im only 9 and I walk my dog every morning and he barks at people and charge them but what I did is keep the leash near my side so he feel protected or what you can kneel down on take your stuff off and look at him im no harm and once he sniff you stand back up and ask the boy if he bites and if he says no try to pet him gently and hell sniff you and hell remember that your not a harm at all Don't run or scream he will think your a harm or hell think you want to play just don't give eye contact turn around and walk away he probaly wants attention or is protective like my dog. Stay calm and brave don't get scared or hell turn worse with you.
If the dog is protecting the boy, then there will be no stopping it. However, the parents need to be told, you will have to see if a neighbor knows where he lives or follow him at a discreet distance. If you or anyone else got bit then they could be sued.
Not sure where you live, but you could check for leash laws. My neighbors dog attacked and bit my mother, and since no shot records could be produced the dog was quarantined then put to sleep. Good luck.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
