With a fifteen gallon tank, I'd go with only one type of schooling fish. Either rasboras or neon tetras. Both should work with a betta, but beware that bettas have different personalities.
Most bettas get very stressed when sharing a tank with multiple schools of fish, so it should be limited to one school when keeping a betta. Second, you can end up with a betta whose temperament causes it to attack anything that moves. I have one betta like that.
The otos may become targets and being delicate fish to begin with, they can be bullied to death. Also if you go with neon tetras I would recommend getting a school of at least 8. They are also a delicate fish and their chances of survival are higher if they're kept in larger groups as that lets them feel more safe.
Another thing to keep in mind when having a betta in a community tank is that aggression is less likely if you add the betta in after you add the other fish. This can be tricky because neon tetras will only survive in mature tanks. If you cycle for a few weeks and then add neons, they will most likely die, since they're very prone to new tank syndrome.
In conclusion, as far as community tanks go, I don't really recommend bettas. If you're looking for a centerpiece, I'd suggest various types of gouramis since they're completely pieceful with other fish and can be kept single or as a pair.
