Not efficiently. Check out pumped storage stations, where water from a hilltop lake is dropped through generators at peak demand times. At night when there is little demand, these generators take power from the national grid to act as motors and pump the water back up to the lake at the top.
But where at sea or in a habour are you going to get a water source that's 1 or 2 hundred feet above a ship?
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
