Most of those services are worthless, as they charge a membership fee with no guarantee of results and are often difficult to obtain a refund from. I recommend tracking down information about courthouses in the area of the research you're doing. Often times you'll have to go in person to find the information you need which is why services like Lexis Nexis make their money-- they pay people to go to the courthouses, scan in documents and upload them wirelessly from a laptop.

Those services are not "consumer grade" though, as they charge far more than $40 a month. Most law firms will need to have legitimate reasons to look up information, such as credit reports, which are attributed to actual legal processes, like tracking down an outstanding debt. Normal citizens without a legitimate reason are likely to find themselves confronting stalking allegations, as we are entitled to privacy as citizens.

That is why, unless this personal information was publicly made available and was publicly aggregated, it is difficult to track this information down. It is often easier to find people via transactions, such as the sale or purchase of land held in public record.
