MySpace is obvious answer for online music promotion although I would suggest other social networking sites such as Twitter, Facebook, etc.

I am not sure what kind of music you make since it might be different for different type of music.

Recording houses are another obvious answer for offline promotion.

The truth about promotion is that you need to do far more of it than one can easily estimate. It's all about volume. There is an inherent lag in receiving the fruits of all the labor of putting out so much communication.

You can also make a music video and put it on Youtube. After you do the Myspace and Facebook thing. If people like your music, they'll want to find someplace where They can get more.

Offline, perform, build a following. If you have a CD, try to find a distributor. I don't know if Factsheet 5 is still publishing print zines, but they are still on the web and they are a good resource both for information and for independent music.

Promoting yourself online and offline takes alot of time and effort. You need to build awareness using most of the tools in the answers above but to really get effective results while promoting you need to be able to find fans that are interested in your music(genre, style, image) and are able to pursue their interests in your music(go to your concerts, buy your music,etc. ). I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
