How come connecting to another's open WiFi without permission considered illegal?

This is a powerline network adapter 1 you plug one in next to your router run a cable from it to the router and then plug the other one into any power socket in your house at all and run a cable from it to your computer - and that's it you have a wired internet connection. No worries about signal, or about neighbours using your net, or about people snooping your network. If you really want you can still leave wifi running for any devices that want to use it, your computer will just be using a wired connection.
