I believe it is, but I'm not a lawyer. I'm not a lawyer, but you can read the law for yourself at law.onecle.com/california/penal/502.html The text of the law appears to outlaw piggybacking. Here's the relevant text: (3) Knowingly and without permission uses or causes to be used computer services.
Here's the definition of "computer services" the law provides: 4) "Computer services" includes, but is not limited to, computer time, data processing, or storage functions, or other uses of a computer, computer system, or computer network. That's a pretty broad definition if you ask me that would cover just about everything. I think if you can't afford Internet access you utilize the free computer/Internet access that public libraries offer or you ask your neighbor for permission to use their WiFi.

1 It's illegal anywhere - it's called theft.
2 Legal or not, its unethical-- you're using bandwidth that someone eles is paying for, and thus reducing their ability to use it. Whatever the law says, that's simply immoral.

3 I'm sure there's a starbuck's or library somewhere near that you can use a free hotspot! How would you feel if someone was piggybacking off you? .

I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
