It depends on different factors: people's ability to get a job, the state of the job market, etc. If someone is willing and able to get a job, they usually will. If they are not, because of the job market or because some other factor like a criminal record, then they will most likely turn to crime.
Over 50% of food stamp recipients have work, but don't work full time. This is how Walmart affords to sell stuff so cheap. They pay their work force so little, that they are still on food stamps despite working for Walmart.
If you want to be angry at someone, be angry at Walmart for making the taxpayer pick up the tab for their employee's wages.
