Flip-flopping can be due to one of three possible reasons, only one of which is a positive thing. 1. The flip/flopper will say whatever it takes to get elected, regardless of what he personally believes.

2. The flip/flopper will say what he is paid to say, by his big "campaign contributors", aka lobbyists. 3.
