Yes, browning the tops of creme brulee, one can use the propane or butane torch which is handy for some but the normal oven can do it just fine. When you want to brown the tops of any food the broiler (fire inside the oven, located on top) can be used instead of the torch if you don't have one. Just take care and always check because the sugar can burn easily, just keep it a golden color not very dark (it might have a burnt taste).

To do it properly they make kitchen/creme brulee torches to carmelize the sugar. Do this right before serving as if you let it sit the sugar gets soft.
