Fat32 will not work on windows 7 as a system, if your windows 7 is stored on the external hard drive, don't format it. We can do it alone by just Start>Computer>Select a Hard Disk(Right Click)>Format. You could choose whether you want FAT32, or NTFS.
You can do it really alone...using Microsoft utilities that comes with Windows 7. If you want advanced one, Go to Start, Type Disk Management, then press enter. You could press extend partition on a hard drive by right clicking, shrink its volume, etc. Don't forget if you got a free space or Unallocated space after Shrinking (or) its not used already, just right click on it and create New Simple Volume.

It might recognize it but it may not know how to show that partition under My Computer. Right click on ' My Computer '->Properties->Hardware(tab)->Device Manager In this newly opened window, expand(double click) on ' Disk Drives. If the only hard disk drive detected there is your computer's one, try right clicking on ' Disk Drives ' and from the drop-down menu select ' Scan for hardware changes '.
If after this,your second hard disk drive is still not detected, try : Right click on ' My Computer '->Manage->Storage(in the newly opened window, left side)->Disk Management(same place as Storage)->See if,apart from the partitions that appear in ' My Computer ' there is any other partition that is unavailable under My Computer. If there appears to be another partition apart from the ones available in ' My Computer ' , right click on it and see if there are anything like ' Create partition ' or so, available. If there's nothing like that in the drop-down menu, try to click (1 time only) on the partition, then at the lower side of the window, right click on the selected space(it should be selected with lines like: \\\\\\\\\\).
A drop-down menu should appear, and you should be able to get the 'Create partition ' or ' Format partition' option. If you can, format the partition using NTFS(if available). If none of the options work for you, you may need to make sure the HDD is properly connected to the computer, see if it is powered when the PC turns on and if it keeps on running after Windows finishes booting,make sure you're using no damaged cables and if there are more than just 1 SATA connection available on your motherboard(I assume the HDD is a SATA one), try a different SATA connector.
Make sure you enter BIOS and see if the HDD is detected there. If the computer doesn't react in any way after connecting the HDD, there might be a compatibility problem,although I doubt it. Since SATA is hot-swap - compatible, try : 1.
Connect the power cable to your HDD(the 1TB one) 2.Do not connect the data cable 3. Turn on the PC and let it finish booting into Windows. 4.
If the HDD is still vibrating(if it's still powered), connect the SATA data cable (the one that connects to the motherboard). 5. See if your PC reacts in any way.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
