First the easy part. I used to be more active on Mahalo - and sometimes I voted - but it hasn't occurred to me lately. The site design don't encourage it as much.
If you have already decided to do some voting and can't find the link you'll eventually click expiring questions - although it used to be you only voted on questions already expired, so a returnee might not at first. A link labeled something like 'Earn points by voting' would help a bit. Your redesign seems to emphasize casual users with questions, who don't know or care how Mahalo works.
This is good, since the customer brings in the ad revenue, but I couldn't find out what the reward for voting was in the current version of Mahalo. I'm sure this is my fault, but if you want people to vote, you probably want to tell them the reward too. I sort of recall an experience point reward.
Newer and lower level users are much more likely to go up in level and gain Mahalo dollars, so this reward is much less valuable to experienced answerers - who consistently frequent the site most. The obvious thing is to reward voting with cash. If this doesn't suit your current budget you could put limits on it.
For instance, the reward could only be offered as payment for questions, not just cashed out. This brings up your concern to avoid incentives to vote as fast as possible, without thinking or even reading. You could change the voting system, so people can vote obviously weak answers as very poor, helping you use those answers to filter out the people who vote for them.
I guess you'll need some penalty for bad votes, though this will probably only be applicable against voting income, not to discourage people from voting.
