But they're just the delivery service, not the final authority. The first and final authority in your case is the US Customs & Border Patrol, who has the right to hold and inspect anything sent across the US border for any reason at any time. If they decide to divert your package for further examination, they're allowed to do it.
If they want to open the package and inspect the contents with a microscope, an x-ray machine, two dope dogs and a geiger counter, they can do it. And if they decide to put your package in a pile where it will wait for three weeks before they get around to calling in the dope dogs, they can do that too. But it will probably just be given a pass and allowed through.
