Because there is a revolving door between the positions in government, media and banking institutions like Goldman Sachs and the Federal Reserve. They are all criminals that are part of the same gang, more or less. Asking the govenrment to prosecute the bankers for getting American to where we are is like asking a vampire to donate blood, or asking a thief to politely return all of the stolen merchandise that he just fenced.

Good thing Attorney General Eric Holder is a sensitive guy who didn't do anything to upset them. And Obama is a very sensitive guy too, especially if you're on his list of campaign contributors.
