It would really depend on the style and fashion of the dress, and also the occasion. I have seen dresses at the oscars that barely cover the nipple, but are done elegantly on a beautiful body. I have always felt that the bigger you are, the less you need to show.

That's my standard. You have to take many things into consideration. If the person in question is your teenage daughter and she wants to leave the house in something super low cut, I would say "March back up those stairs this minute young lady!"
