As long as the stuff is still frozen, you're okay.... If your butter is still hard, it sounds like stuff is still frozen or at least very cold. I would say you should be fine. It's probably safe to eat, and also probably safe to refreeze.

I've heard from several different sources that its okay to refreeze food--it doesn't hurt it at all, just changes the texture a bit. If you have frozen dinners or stuff that you cook or bake, heating them would probably kill anything if there was anything there.
