Evil in Whoville is apparent right from the beginning. Originally, the Grinch was cast as an outsider in Whoville. He was the only one that had green skin and was covered with hair.

Therefore it is not totally unexpected that he experienced prejudice for his unique appearance. No one ever really considered that maybe his mischievous disposition is not evil for his kind at all.
