Go straight to the top. I have been through this and the biggest mistake is to try to handle it on your own, maybe whoever you go to will want to keep quiet and witness the problem but whatever it is illegal and something can be done.
A great question that everyone, if they work long enough, will have to answer. There are a number of variables involving in answering of this question. Among these, is what culture or country is the person working in that has this problem?
I have worked in a number of countries and the most hostile work environment I experienced was in South Korea. English teachers were back stabbing other English teachers to retain their jobs when student enrollments for classes dropped. Best option here is just leave.In Thailand, Thai workers can be hostile to non-native Thais, especially higher paid workers from the USA, Canada, and the UK.
In this particular situation, a number of Thai English teachers back stabbed English teachers from the UK and the USA because we were paid more than the Thai English teachers. Again, the best option is to leave.In the USA, and probably the UK as well as Canada there are established methods and protocols for filing complaints or grievances involving hostile work environment situations. If the injured worker does not find resolution through the company's complaint process then outside help can be employed, that of hiring an attorney that specializes in hostile work environment issues.
However, the employer-employee- employee relationship has usually been tainted, soured and demeaned by that time and again, the best option in hindsight would have been just to leave. Difficult situation no matter how you look at it. There are many other options.

That is a good question and not easily answered. You need to ask yourself why the environment is hostile. Is it something you have done?
What is your position in this environment? Maybe you need to seek the advice of a work colleague or line manager. To really answer this properly I would need a lot more information.
If it is the company there isnt much you can do except seek legal help...If it is a manager go to their boss if there is one....If it is someone at the same level or below you need to speak with your manager. Any reputable company will not allow reprocussions.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
