The first part of TQM is customer satisfaction. You need to look at the school as a form of business. In a private school, the parents pay the tuition and are the direct customers.
They want a certain quality of education for their children, so the effort is to satisfy those customers. In a public school, although the parents pay taxes, the government provides the school with funding and is the direct customer. Satisfying government requirements for level of education, educational philosophy and such is a main part in satisfying the customer.
Parents may complain to the school board if the quality of education is not sufficient. Teachers want to do a good job in teaching the children, but they--and school administration--need to realize that satisfying those who provide funding is very important. Another part of TQM is improving processes and allowing workers (teachers) input in those improvements.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
