Yes you can but in order for it to be granted you have to show proof that you have done everything possible to prevent him from contacting you - blocking his number on every app (whatsapp, Viber, etc), changing your number, blocking his email address, blocking him from social media, etc. Then you have to show that despite blocking him, he continues to create new accounts to harass you But you must show proof that you have done everything to block him and he continues to create new accounts.
