I am over 40 and want to wear knee high boots to a party as it is cold where I live. What style dress or skirt can I wear?

You have a few options. It depends on what you mean by above the kee. There are some boots that go to mid thigh and others that lay right on the knee, so if They are above the knee I would opt for jeans.

Without even going into age, which really doesn't matter too much. Super short skirts and above the knee boots may give the wrong impression. It also depends on what type of party you are going to.An A-line skirt that starts right at the knee might be a good choice too.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
