When an answer is selected as "best" the comments to it go along with it, so it is up to the reader to actually read everything involved. I don't believe the question asker should have to state anything in their comment when they pick "best answer" (though that wouldn't be a bad thing if they did)... in the end it is up to the reader to read everything involved if they want to get the most out of the question/answer.
I think that in most cases such as yours, the Asker will take into consideration your Comments. As the Asker, in the past I've commented on an answer wanting follow-up or details to round out the answer. If they follow through and supplement their answer, I consider it an overall answer package, and rate them accordingly.
Additionally, as you can see by looking at any official Mahalo Scavenger Hunts that the Mahalo staff hosts, Comments are often a necessary add-on to an answer when time is an issue. In the case of Scavenger Hunts, we are encouraged to add on to our answers in the Comments section knowing that it will completely supplement and aid our answers! So go ahead and add to your answers.
If the Asker is to shortsighted to see outside of the answer box, then it is an issue on their own heads, not yours.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
