I cannot access the settings on payment settings? what should I do?

Go to your account in the upper right hand corner. Then click on Earnings, then click on payment settings. When you created your account, you were given questions that you would be asked when trying to adjust your payment settings.

You must remember the answer you gave. Try that and see if it works, it should. Good Luck.
