I deleted the start menu bar and need to find a way to recover it?

Check the options under "Taskbar and start menu" in the Control panel. If you don't have a start menu, you might have to locate the Control panel by double clicking "My computer". Control panel is one of the options on the left side under "Other places".

I believe you have to restart the computer and the processes will start again. Shutting it down with the power switch is not a good idea, but not fatal.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
