It think it is also leaking when not turned off but the heat of the engine is making the leak evaporate that is why you see no leak on the pavement or wherever you are parked. You should also check the container of the power steering fluid not just the pump and the hoses.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
