I have a L130 lawn mower and while I was cutting the lawn the mower disengaged. I thought it was the clutch so I replace?

I have a L130 lawn mower and while I was cutting the lawn the mower disengaged. I thought it was the clutch so I replace it and the blades still will not engage. Tried the pto test and engine would not start when pto was pulled out so it must not be the pto so where else should I look?
