First of all its not "my loan modification program". Any loan can be modified. Essentially you have to make a case to your lender that it is in their best interest to take a smaller payment from you, instead of the one they are legally entitled to get from you.As you can guess, not a small feat.

If your first mortgage is under $729,750, and if you had your mortgage before January 1, 2009, and your house payment is over 31% of your current income, then yes.
These are just general guidelines of the program. Contact the servicer of your first mortgage and ask them if you qualify.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
