During rut bucks will rub their tarsal glands together many times til they bleed, this is probably what you saw. I've also seen a buck that had been wounded by another deer battling over a doe go right back to checking his scrapes.
Sometimes Does pee in the scrapes as well, especially when she's ready to be bred but no buck is around. Could have been blood from a "ready" doe.
