No, it won't. That's an old myth/wives tale. Raw meat or blood won't make a dog attack humans or anything else.
A lot of dog owners feed their dogs a raw diet and none are unstable from it. Eating raw meat won't make a dog unstable, if it was unstable it would have been known that it was way before it had any raw meat.
A balanced raw food diet is 80% meat, 10% bone, 5% liver, and 5% other organs like kidneys, spleen and pancreas. (The heart is not an organ in this case, and is part of the 80% meat) It can be expensive, it depends where you get your meat from. You can get meat from hunters to make it cheaper, or make deals to buy in bulk, or deals with butchers.
You don't need to feed an all raw diet though, if your mom isn't agreeable to that. If you feed a raw meaty bone once or twice a week, that's better than nothing! Your dog still gets good protein and live enzymes.
