No, it won't. That's an old myth/wives tale. Raw meat or blood won't make a dog attack humans or anything else.

You can get meat from hunters to make it cheaper, or make deals to buy in bulk, or deals with butchers.

You don't need to feed an all raw diet though, if your mom isn't agreeable to that. If you feed a raw meaty bone once or twice a week, that's better than nothing! Your dog still gets good protein and live enzymes.
